Blue ikes are Uncirculated and sold in mint cellophane and blue envelope, along with a plastic token and 2 cards
Brown ikes are Proof and sold in a GSA-like plastic slab, within a brown box with a golden seal

A Blue Ike is an uncirculated Ike. A Brown Ike is a proof Ike. They were so so named because of their packaging. The blue Ike came on a cellophane package with a blue mint token. The brown Ike was issued in a brown outer box.

EDIT: What he said.

Just to add a little.
Blue and brown, we are only talking 40% Ike's that
were made from 1971 through 1974.

As posted above UNC's came in a blue envelope,
proofs came in a brown box.

I don't have a pic of brown box on this computer,
but here are some blues
