My first instinct was this had to be a garage job with the incuse letters on his head and collar-but how was this done without damaging the reverse and no edge metal damage on the long incuse marks-you can also see the D from GOD and Y from LIBERTY inside the incuse damage...and ideas here?

Big hammer and put between two boards. If you look at the reverse you can see that some of the letters were altered opposite the foreign rim on the obverse.

Just curious. How does the extra rim come out raised from the top to the shoulder and then incuse from there to the lower rim? Shouldn't it be all incuse if the foreign rim is laid over the top of the LWC between two boards and hit with a hammer as suggested? It doesn't look like it was another LWC on top, as the extra arc is flatter. Perplexed!

Maybe what was between the boards or vise, had a semi-hollow section.

The rim on the coin that was struck against this one may have been flattened a bit before this event. The ring across the tops of the deeper devices are a real clue that the coin was damaged. A doubled struck coin doesn't show the rim because it is not on the die. Formed between the die and collar.

Note how the second strike doesn't show the rim when the coin is struck the second time?

It isn't raise coming off the shoulder, optical illusion. And there is damage on the reverse. Notice the flattening on the memorial above the second bay.
