Just a question. Have a 1987 quarter that has its ridges but has 3 distinct layers and there I'd 1/64 in inward gap
Is it an error or PMD?

to CCF. It is post mint damage,acid.Maybe a detector find from very acidic soil?

It is acid damage. Acid eats the copper core away faster than it does to the cladding.
