What went on here? 18 retracted bids? Why?
Final sale price was 99 Cents with appropriate shipping.
Cheap item I care nothing about except moving but, it was worth a tad more than this.

Stupid question I already know answer to.

Can ebay do anything about this?

I don't know the details but since it was on a cheap item my guess is that a couple of people up to no good were trying a new "bidding scheme

I've blocked the high bidder and anyone else I can find involved.
I am in a very unique situation in my life where I don't care what nobody on ebay thinks :)

Maybe someone was working two accounts, and bid the item up past where anybody would want it, and then at the last minute retracted all the bids down to where their other account would win the item at a low price.

Neither, T-Bop, you are forgetting the simplest explanation: as long as they get their fee they don't care.

I believe it's Hanlon's law: never atribute to malice that which can be explained by stupidity.

PS: the above is an awesome example of context-driven voice recognition. What it first transcribed it came up as Hamlin's ... but when it saw the whole line I was dictating its belch corrected it. However in the previous sentence I said spell, so you can see the transcription aid doesn't always help.

A seller can cancel the sale and refund the buyer but risks a feedback hit.
