2003A $5 - Just Too Much Ink?

Sorry, but the image of the whole bill looked too blurry to post and I don't have time to do another one. Here's a closeup of what I'm talking about. I couldn't find another 2003A to compare it to. But all the other bills I saw the green outlined letters were visible through the grey five.

Good Morning Magusxxx,
It looks normal to me, I just went through my cash and the $5 bills I have all look the same as yours and they are 2003 & 2006 series. On some of them the green seal does appear to be over the Five but on inspection with my loupe it is not.
The lighter green seals give it this apperance, the darker seals the opposite.
