bought this merc the other day for my set and when it showed up I noticed liberty was missing part of her face. I've seen a lot of mercs but never saw this before. I'm guessing excessive die polishing? Anyone know if this is a common error or die state?

Nope, first for me. The "I" looks like it has some doubling from rotated hub but the die is probably too worn to tell for sure. nlp

Ah, the good ol' "broken nose" Mercury dime Yes, it is caused by excessive die abrading. Pictured below is one that I own-
