The reeding is created during the strike, so this used to be a regular coin.

It is most definitely not a US planchet and is probably not a planchet for any other country either. Reeding is added to a coin at the time of striking via the collar, not during the planchet preparation. This is most likely a blank token of some sort meant to be engraved or counterstamped at a later date.
