The lines are also running in slightly different directions when comparing obverse and reverse. Thoughts?

To be honest due to the weird lines and where it fades in and out I wonder if it isn't just some weird to in from sitting in between something. Maybe some sort of fabric or something. Idk

I would definitely think planchet problem because the lines appear to run under letters and such.

The only problem with that theory is that the tops of the bust should be normal. But it is not. Coin circulation may have removed the lines off the top of the smaller devices?

I just noticed that this is a rotated die - to the same degree as the marks are out of line. They appear to be roller marks.
