Chip I reckon, only because nothing else is doubled on the design and it's not common to have just a little part doubled and nothing else.

On the outside letters, I would agree, but what about the doubled ears on the '84, '97, or the doubled eye on the nickels?

It's true, they do exist in this form, but the issue is that 99% of these types of errors are just chips, edge knocks etc.

It could be a 'doubled tie' absolutely, but the chances are heavily weighted towards a chip. You'll have to really scrutinise, and also see if you can find this error on another example.
