Have you checked it with a magnet? It could be wire or a piece of a descaling brush or part of a staple. Regardless of what it actually is, it is a very nice example of a retained struck-through error

I recommend a quick dip in pure acetone and let air dry then place in a 2x2. Nice find. John1

I would not dip it. I would leave it as it is. It is worth more with the steel in place.
