Recently received an ebay lot that looks to have been mostly comprised of a Russian person's ca. 1991 coin jar. Loads of 1961-1991 1 through 20 kopek coins. I checked for some of the more scarce varieties, and found a 1991 5 kopek with the Leningrad mintmark. NGC does not have this particular variety listed, but I did find a similar coin online for a couple bucks.

Is this anything special, or is it just a fluke that NGC forgot to list it?

NGC definitely forgot to list it. There's so many varieties out there, I wouldn't be surprised that NGC struggles to keep their head above everything.

As for 5 kopek, there are some notable varieties out there. 1991 5 kopek with mintmark L and M (Leningrad and Moscow). There is a much scarcer type, which is 1990 5 kopek with mintmark M, which is a lot harder to find. In general 1965 to 1973 5 kopek coins are significantly harder to find, 1970 being the hardest.

I've completed a date run of the entire 5 kopek from 1924 to 1991 and this was very very challenging.
