At the turn of the century (19-20th), games at carnivals and fairs used to give cigars as prizes. If the player's effort fell short, the vendor would use the phrase "Close, but no cigar."

That could have been a good one. The condition doesn't look so good though. Is it missing two corners (or folded) or does it just look that way in the pic?

It is the holder. The condition of the bill is mint. I just had to copy it from the pic from the auction page. It hadn't arrived yet. It's from the 2014 Coin & Currency set.
