This is what's known as a vise job- a form of PMD, Post Mint Damage. It was created when a 1986 cent (this one) was pressed against another coin dated 1962, probably in a vice. These are sometimes made to look like errors, but the different dates gives this away. Probably the product of somebody messing with around in the garage.

By the way, the marks on the reverse were created when the coin was pressed against the inside of the vice.
