It looks to me like this was the end coin in a roll of coins. Sometimes they get beat up and scratched right along the line where the paper ends which would be about this far in around the coin. If the roll was tossed in bag with other rolls, or into a cash register something could get wedged inside the seem and ride right along the skirt of the paper making this perfect looking arc. My guess would be that it is post mint damage.
