I know this isn't a talon head but not sure what happened to his head with the 3 similar marks. any ideas

Not sure what marks you see. I see contact marks.

Contact marks from the reeding on another coin. On the "so called talon marks" they are raised from the surface. (They are actually the olive leaves near the talons.

The tallons are actually deeper into the die and would not show. But the leaves are closer to the fields.
