I sold an unopened 2012 mint set on ebay recently, and now the buyer is complaining that 1) it was opened (no it wasn't) and 2) that there was no COA. I don't believe they have COA's, but want to be certain before responding.
The proof sets have a COA but I don't believe the mint sets do - they just come in the fold type blister packs. I get a mint and proof set every year - the proof sets include the COA in the box but there is no box for the mint set.
If he opened it then no refund. He devalued the set. People pay premiums for unopened sets. Now that he opened it he gets no refund. All unopened sets usually have a disclaimer in the description saying no refunds if opened
