I don't see any indication of hub doubling. I think this is flattening and thickening from the amount of hands it has past through.

I always look for the "E" on "WE" of the motto. That is the clincher to me:

I found this coin at a coin show and got it for the price of a BU 1934 normal coin. To the seller it was just a BU coin. I spent a lot of time and money at his table.
