That can't be the case. The date and mint marks are part of the design of the die. So the mint marks are not added since 1990. Just an illusion. If it were a mint mark, it would be raised and it is not.

i thought mint marks were stamped separately

They were until 1990. Then they became part of the design for each mint. So with the mint marks are placed on the master die, they would have the same location for that date/mint.
