This is a very cool example of a rotated die error; too bad it's so beat up. Looks like it was bent and straightened, as well as being worn down to about a VG details level. An undamaged piece in this grade retails for about $30; an error collector might be willing to pay that much in spite of the problems.

I like the 90-degree rotation errors; they are so obvious that even non-collectors recognize something strange happened when the coin was made.
