Looks like gunk stuck to the surface. Better photos might change my view on it.

Looks like something has cut into the rim. I would spend it, if I could find someone that would accept it.

If it were a Cud, then it would be taller than the rim and there would not be a void near the rim.

Also the reverse on the opposite side would be weaken on those devices there.
