The dots on the rvs appear to be missing; I was thinking maybe struck through but the letters don't seem to be affected?

I have seen a few like that but did not keep them. I thought it was either a Struck Through Grease or over polished dies.

To me it looks like a struck through error. (grease) But I wonder why it affects just the dots and not the rest of the devices?
