I see a circulated coin. What are you referring to?

there is a very clear horizontal line to the right of the T in CENT and it also has a mark through it like the "T" in cent does.... not sure what that is.

That mark is incuse (pushed into the coin) If it were raised, then it would have to be a die issue. But it is just coin damage.

You don't see the raised horizontal line by the "T" in cent? I know I've been drinking tonight.... but it is pretty obvious to me that it's there and it appears very much raised...

Note on you upper image. The mark to the right like a funny "T" is incuse from a scratch. You can see it running through the upright of the "T". They look like coin contact to me. If what you are seeing is something raised like a letter, then the other devices around them would have the same size and show the other letters doubled as well. The hub that created the die has all of these devices in place. Nothing is added to the die after the hubbing. Look at both of your images, the closer shot makes it look like something is raised there, but the top image shows this as incuse. (damage on the coin)

Looking at this coin in my hand and on here it is obvious to me whatever it is is raised.. but since I don't know whatever it is .. I suppose it is irrelevant. Thanks anyways! Appreciate the help.

On your first image, you can see that it is incuse. (damage on the coin probably from contact with other coins)
It is nowhere like any other device on the coin. So it wasn't there when the coin was struck.

I see a raised VERTICAL mark caused by a hit or cut that forced up metal to form the raised mark. There is a second hit making cut or dent in that raised surface similar to the one that damaged the T in CENT. ALL of those features/marks are the result of Post Strike Damage.
