That is sorta looking like planchet striations to me - because they can be seen crossing the bust also - and other devices, too, where they have not worn off. The striations also line up parallel REV and OBV.

This coin looks damaged. Severely damaged by abrasive cleaning/polishing/whizzing or something similar.

But the planchet probably show this woodie on the planchet before it was struck. Circulation/cleanings reduced the value of this coin. It looks like the die was in VLDS. Note on the area between the "T" and right wheat ear. see the heavy flow lines. If this was done with a dremel tool, the right edge of the "T" would be weak. But it is strong. So other than circulation wear and a heavy coin cleaning, that is what we are seeing.
