Technically speaking, a "note" is a promise to pay -- an IOU if you will. Private IOU's do not circulate, however, among the general public. A government banknote is a promise that the paper concerned is worth the value stated, and it can circulate among the public at that value, because everyone in commerceland believes that the government can back the promise made.

Just a "note" to say that on British banknotes there are the words

I promise to pay the bearer on demand.....

Same as writing a note about something..weird as I thought Americans all used that word too - "banknote" ...
