It's not one of the 6 listed in Cohen's Book for 1966 BIE's. None of witch are EIR's. It could be a very early stage of the Hardy listing 66-5F+1.
It's one I'd need to see in hand to tell for sure as it seems to have taken a bunch of hits.

To me it looks like a die crack in that area. Note how it flows over the "R". If it were a chip, it would be raise more.
