This image is from a Capped Bust half dollar coming up at a Heritage Auction. I reached out to them to see if this horizontal line is on the coin or on the holder. They told me all the coins are in transit to the auction site so they can't look at it for me.

It's in an AU55 PCGS holder with a CAC sticker if that weighs in on your guess.

What would be your best guess in looking at the image, on the coin or on the holder?

My bet is that it is on the coin. Look at where the field meets the edge of the chin. There is a gap in the scratch where the object causing the scratch glided over that area after scratching Liberty's face to continue onto the field.
