The 'F' seal seems embossed on the backside. You can feel it when handling the note. Has anyone ever seen this before? Very nice condition. Personal added notation is dated '99, but that is when it was written. Bill is a '95. Any idea on rarity or value? Thanks!
This is commonly referred to as "punch-through embossing" and can be desirable for notes in high-end condition. This factor alone doesn't really add any additional premium -- More of an eye appeal thing for those crispy UNC notes.
