Well sorta. I had a mini buying spree of a few Atlanta notes this past weekend. As you may or may not know, Atlanta is a better district for 1928 and 1929.

What is the little line on the bottom of the 20?

I think it means it was at the bottom of a sheet.

Only the F and L notes were at the bottom of the 12-subject sheets.

The small Lines on the upper left & bottom center boarders, may be sheet/plate alignment (tic) marks for centering & trimming...

That's just a guess...
