Looks like a pre-strike lamination too.. see "LIBERTY" still has normal details(given it's circulation)

I agree that it's a pre-strike lam.

That part on the right where it is lower might be where part of the lamination folded, then was struck on the folded lam which later fell off? I see Layer 1 is pealing from Layer 2, but does Layer 2 look like it is pealing from Layer 3 or does it look like it's been struck through? Also, at the bottom, is that another lam?
