This coin appears doubled on top of the letters in the less magnified picture. In the very magnified picture it looks like the letters slice down the metal in their shape. I welcome your feedback.

Because that part of the die is incuse, it looks like that when Machine Doubling happens.

Actually that part of the die is raised, making an incuse design on that area on the coins. When the dies move during the strike, it enlarges the devices, just like what you see. It is Machine damage.
