It sure is pretty cool looking, and I know its probably PMD?!

The coin is attracted to a magnet, see below:

I used a safety first magnetic child lock which is very strong and it was able to pick up the coin easily but the coin would quickly fall after a couple seconds.

Yup. The reason it's .1 gram underweight is simply because the coin has seen circulation!

Most likely its not silver, but been plated in steel. Does it stick to a magnet? steel would stick, silver would not

At least your test makes it appears to be steel plated.
Some of those are dipped in mercury and those are dangerous (toxic).

I don't think you can plate something with steel, Iron yes steel no.

The coin is nickel plated.

Chrome isn't magnetic at room temperature. Have to get it up to 100 degrees F before it becomes magnetic. (Often a chrome plating is done over a nickel plating though and the nickel plating IS magnetic.)
