Not an expert with these, but IMO the coin could? be genuine, despite being underweight.
Could be OK, for a combination of two reasons: 1. Very lax Weight Tolerances at the time of striking. (If the mint is tempted to use a little less silver, more coins can be struck for a given amount of metal. This means more seigneiorage (profit) for the mint. Also depends how corrupt the mint officials may have been at the time, and what they think they could get away with. 2. Small amount of weight loss due to wear.
