Can you please let me know if this is struck off center, I know there are a bunch names for these types of off center.

Also some doubling in the IN and WE - Die Deterioration?

Any help is appreciated.

It's a MAD, or Miss Aligned Die error... This one isn't too bad and wouldn't command a high premium over face. At most, probably $0.25 over face to the right buyer

Mild MAD coin. They motto looks like also mild Grease Fill on those devices. (because the letters are wider on those areas)
