I have recovered a 2015 United States Mint Proof 14 coin Set and I noticed that one of the 5 quarter was turned sideways. Now I don't know much about coins and I'm sorry if this is a stupid question but, is that normal to have errors on proof sets like that?

Asking questions is how we all learn. The stupid part happens when we think we know what is happening and don't listen to those who have taken the time to ask and learn.

This quarter just happened to be packaged in this way or it might have been a bit loose and turned due to normal handling. If I had received this proof set it would have barely raised an eyebrow with me. I would have just thought about the lack of quality control that currently exists at the mint. When I received my 5 NA C&C sets earlier this year one of them had what looked like a small black spider inside the capsule with the dollar coin. Turned out it was just a spot of grease from the packaging machine. I entertained the thought of selling it to my emo 20 something neighbor that loves anything that even hints at death.

Just so you know, those sets are not sealed. You can pop it open, fix the orientation, and close it back without anyone being the wiser (assuming you handle the coins properly; no fingerprints).

When I got my Kennedy 50th multi-coin set last year, one of the halves was turned 90*. Those babes are stuck in there with some sort of numis-magic! I haven't yet been able to open or remove the capsule. It will probably just take some extra force but I don't want to break it.

They are certainly in there tight. It took me a while, but I finally manged to remove and replace all of the capsules a few times. They seemed to have loosened with up each pass.
