1966 Quarter All Messed Up Need Help

Hey y'all need your opinions about this 1966 quarter. It is the damage found on this coin that I need your help with. Was it made this way or is it a road kill victim on the streets? I got this coin as returned change from a quarter machine dispenser at a car wash place. Please take a look on obverse in front of washingtons face are a bunch of scratch marks, but they kinda also look like part of the eagles wings? And on reverse the mark found on eagles throat? Missing broken cut off letters of phrases? Let me know. I know I know better pictures are needed right?

looks like a snow plow got it from the drag marks

I see that often drag mark here in snow country
after the snow melts away. some coins just need a
little help a like filing them down after a run in
with the plow
