Looks like a tough one. I would try acetone bath then verti-care. If that don't work , my guess is nothing will. leave it as is.

Well, I wouldn't be that blunt. I think T-Bop is correct - try an acetone bath first, and then Verdi-Care. These are safe options, and you won't know unless you try.

My experience with acetone was never that impressive unless I never let soak long enough? I would try and alcohol swab it will not mess with the toning.

IMO, NCS can make it appear better but possibly not worth the fee because the surface looks eaten away under the black spots. From your photo, the mark in the right field looks like it's recessed (lamination or planchet flaw). If raised, probably will come off w/acetone along with the patch on the tail.

Let us know if those places are raised on your coin.
