No, that is pretty much the way a fresher die will strike coins. Even a fresher die is altered with so much die polishing when that happens so much like your coin. The bust is pretty much altered, but the motto is still fresh. The devices that year are wider than other years. But they are normal on your coin.

Okay, thanks coop. I appreciate the education on this. I have a whole bag of 1982's to go through so I wanted to check on this first.
