Just wondering if this was a common occurrence on these special coins on the rim. I am usually just looking at the regular coins in circulation.

Looks like a die gouge on "LIB". (note how it flows behind these devices? a sign of a die issue)

It is a damaged coin with the marks across the face. So it would lower the grade a lot.

Actually the face of the coin is fine, the lines are from the plastic wrap that it came in from the Mint. It is only the rim that looked weird.

I would say what he is talking about is the finning. Not an error just the result of higher coining pressure and some metal squeezing up between the collar and the die.
