The bottoms of the 8's in the date look funny... this coin also has a rvs lamination. Any ideas on what is goind on with the date?

Yes, this was a defective digit punch....I believe Rick Snow designated the variety as S-4. I dont have my attribution guide handy, so cant confirm right now.

This variety is quite common, but the reverse lamination is pretty cool.

Correct. I think it is specifically S-4b, here with a slightlhy truncated bust tip due to some extraneous factor.
