It looks like a very mild off center strike. But I can't figure out whats going on with the star like pattern of what looks like die cracks in the background of the obverse. What caused this? And is this normal?

maybe an acid wash to clean it

Maybe it was soaked in a strong solvent that etched away at the surface revealing the grain of the metal? Are you thinking along those lines?

the acid would eat away the dirt and a little of the surface. Is the edge normal or is it a little concave? this usually happens with acid baths eating the copper core more than the cladding.

Those are called "flow lines" that appear to radiate out from the center. An indication of a die that was well into the final stages of life

Found It! right here in this forum! Its called a starburst. Most likely caused by die wear, good call John1!
