1999 P Delaware State Quarter - No "Silver" On Reverse

My images don't well illustrate how stark the difference in tone is between the two sides of this coin. It seems to be missing the outer layer. I don't believe it's been rubbed away because the devices remain crisp and the coin weighs 5.65 grams; well within acceptable tolerance. I have never encountered a coin like this and wonder what may have caused it? Thanks in advance to all who bring forth insight regarding this coin.

I'm into medals as well as coins, so I like the way the reverse looks! But I suspect that's not what you want to hear.. From my limited resources, I'm guessing the CuN exterior somehow detached from the blank or plancette before striking. The detail is too good for separation after the strike.

Somebody tell me I'm wrong, please. By sticking my neck out I figure I've got the best chance of "being educated".

I'd say environmental damage/toning. This is also important

That almost definitely condemns it right there. A quarter missing a clad layer should weigh closer to 4.25 grams, well OUT of tolerance.

The color should be a lot deeper red. You can see the silver under the coating of what ever is coating the coin. Looks like a homeless coin to me.

Let's consider it "formerly homeless: I'll be keeping it for its value as a teaching aid. I learned some good stuff so perhaps it's found its calling. I appreciate all the help.
