I don't think it's double struck since the raised part is in the field, it should be flattened. Since it's on the same position on both sides might it be a gas bubble instead? If you don't get more input I suggest showing this to Mike or SPP.

There's more going on than just the bubbles, base of tree trunk looks doubled over top of the 1 in the 10.
