Looks very much like some Swiss Cantons 1 Thaler coins.
Very similar to http://en.numista.com/catalogue/pieces24236.html
I would try searching there.

the 2 headed eagle is a symbol of the Austrio-Hungarian empire (still used today in Hungary) however I don't know anything about the coin itself.

It's interesting that the ND version is reported to be "ND (1650-1665)" when the coin says Matthias. The dated versions start at the end of the reign of Matthias and go for a few years after. I see similar disconnects between Holy Roman Emperor legends and dates from other Zwolle coins.
