1998 Cent Deficient Plating ?

Hi found this coin searching rolls today. The date is 1998 Canadian Penny. I thought it looked off. Doesn't appear to be man made damage. Found almost exact same one on coinsandcanada.com website in error section for "Deficient Plating".. can someone please confirm that is what I have found? Is it rare? Worth anything much?

About 10 years ago when I was still a stupid teenager, I had a cigar lighter. It has 3 powerful Jets on it. If you took a penny and layed it on concrete, took the lighter to it, it would melt, depending on how long you hold it for, you get different results from making the coin look wavey and distorted ( similar to this coin) all the way to completly liquifying it into a small ball of zinc.

That's my guess!
