This affect is most often encountered on the mintmark, since the mintmark is often fractionally higher than surrounding features and thus more vulnerable to impact the retreating die. On deterioration you tend to see it almost complete around the mm. Almost like a smaller mark sitting squarely on top of a bigger mark. See the inside of the P in your photo, how the doubling is all the way around the inside? Whereas in th OP photo it resembles a doubld die much more becaue it is all on the same side of the device.
