Is that a proof or is it just lighting issues? I am seeing reflective areas that do not show up on the pic of your Wheat cent. I have also seen proofs acquire a target tone pattern easier than business strikes. I just can't tell either way from pics in the holder

It does look like a proof coin, could be the lighting. I am guessing not off center reverse, looks like the edge of the album to me, and the toning being mostly equal both sides I would say it has been in this or another album for some time. BadThad is right, not so good for grading but it does look like a very clean coin I would grade it in the 64-65 range...until there are better pics and confirmation on proof strike.
I am leaning towards business strike because the rims don't look sharp enough for a proof.
