This coin appears to have very thick lettering. It is most notable on LIBERTY. Also, the B in LIBERTY is slightly distorted or twisted. See this article about "twisted" letters.

The 1968 cents were all looking like that on the outside rims. Thus the re-design on the 1969 cents. But I agree with John1 it is a normal coin for that year.
