cut with something after it left the mint. Its just damaged, PMD

Easiest way to tell on these is to examine the lettering in the affected area. You will note that the letter D in God has its metal displaced from the deep scratch. Also, digs and deep scratches in the field will often leave the displaced metal higher than the surface of the coin.
