I had never seen a mint set quite like this before, any idea of what it is? I can't find any information on it.

it has a 1955-S penny and a 1955-S dime, and they both look UNC.

It is almost certainly a subscription promo, I could not tell you the exact year but I would guess that it is at least a couple decades old.

Can't you date it by it saying they were the last coins minted there. So sometime between 1955 and 1966. Even if it was referring to non proof coins they did cents for awhile for circulation. Proof sets starting in 1967.

NN used the 1955 S coins as subscription promotional items on several occasions at least as late as the mid 70's. They had different packagings. When this one was done I can't say.
