I suspect this is some extraneous metal added after the strike and not a collar Cud. If this was a collar Cud the adjacent design rim would show weakness, and that's not the case here.
Error coin writer and researcher.

I agree with Mike Diamond. The first pick in this thread showes some of the original rim in the middle of the glob of metal positioned as it should be.

If I understand what Mike said there was extra metal on attached after the strike, then wouldn't the coin weight more than a coin without it?

Not necessarily. Planchets can vary in weight +or-. Also , circulation wear can account for a bit of loss.
